BBC Gaza Documentary Ruled a 'Serious' Breach of Broadcasting Rules, Declares Ofcom

The BBC committed a "major breach" of media regulations by omitting to mention that the presenter of a documentary about the Gaza situation was the child of a Hamas administrator, according to British broadcasting authority Ofcom.

An inquiry by the media regulator into the programme Gaza: How to Survive a Warzone has concluded that the film was "materially misleading".

The head of the BBC had previously apologised, noting there had been "a serious error in relation to accuracy".

The regulator has instructed the broadcaster to air a peak-time statement about its conclusions.

"Since this amounts to a significant violation of our regulations, we are ordering the corporation to air a announcement of our findings against it on the BBC's second channel at nine o'clock in the evening, with a schedule to be confirmed," the regulator stated.

'Potential to Undermine Trust'

The watchdog's announcement declared: "Our investigation concluded that the documentary's omission to reveal that the presenter's father served in a position in the Hamas-administered administration was materially misleading.

"Consequently that the audience did not have essential details which may have been extremely pertinent to their judgment of the narrator and the information he presented.

"Confidence is at the center of the bond between a media organization and its public, particularly for a state-funded media outlet such as the public broadcaster.

"This error had the risk to undermine the very considerable degrees of credibility that audiences would have put in a BBC factual programme about the conflict in Gaza."

The programme was withdrawn from the BBC's streaming service in the month of February after the narrator's familial connections came to light, and in this past July an internal BBC review determined it infringed the corporation's editorial guidelines on accuracy.

A BBC spokesperson stated: "The regulator's decision is in accordance with the findings of the corporation's inquiry, that there was a major oversight in the film in relation to the corporation's content standards on accuracy, which corresponds to regulation 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we comply with the authority's determination in complete. We will comply with the directive as soon as the date and wording are confirmed."
